Salary Range: to $95,000 (DOE) plus Excellent Comprehensive Benefits Package
Work Location: New York, NY (Downtown - 59 Maiden Lane)

As one of New York City's fastest growing Departments, the Department of Information Technology and Telecommunications (DoITT) is a nationally recognized provider of customer service-based IT solutions and services. DoITT provides an array of services to other City agencies as well as directly to the citizens of New York through the 3-1-1 Citizen Services Center, NYC TV, NYC.gov, and its GIS, Data Center and Telecom Divisions.

DoITT oversees the City's existing and emerging technologies and its delivery of services to the public, sharpens the alignment of IT resources and investments with business strategies and objectives, and leverages the purchasing power of the City to reduce costs. DoITT utilizes technology to advance accessibility, accountability and transparency of City government to its citizens, businesses and visitors.

JOB DESCRIPTION:
As a member of a growing Citywide GIS group, responsibilities will include:
• Administer ESRI, Oracle, J2EE applications across multi-tiered UNIX-based platforms to manage the multiple GIS environments;
• Participate in the building of enterprise web services as well as building cross-agency data sharing and centralized mapping services;
• Build and upgrade Sun/UNIX environments;
• Prepare database/application/infrastructure documentation, design reports, and process flow diagrams;
• Work with various clients and other agency project managers to identify needs, develop scopes of work to meet needs, work on multiple projects;
• Participate in enterprise client needs analyses; create relational databases; perform systems integration and spatial analysis.

PREFERRED SKILLS:
• Solid product installation, administration, monitoring experience including Core UNIX/Solaris command line proficiency including simple shell and/or Perl scripting;
• Oracle Enterprise database skills including basic data management and validation, SQL, Oracle Spatial;
• Willingness to provide first-contact 24x7 off-hour production support;
• Ability to work well with others using an established enterprise-wide change management process;
• Familiarity with Java, Servlet, J2EE deployment and runtime concepts;
• Unix/Solaris system administration experience; • Network administration;
• Systems architecture experience, including design, planning, implementation.
Experience with ArcGIS Server ArcSDE, ArcIMS installation/administration a plus.

CIVIL SERVICE QUALIFICATION REQUIREMENTS:
1. A Master's Degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using mainframe, mini- or micro-computer technology in computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing, at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties, -OR-
2. A Bachelor's Degree from an accredited college and four years of experience as described above; -OR-
3. A four-year high school diploma or its educational equivalent and six years of experience as described above, -OR-
4. Education and experience equivalent to the above. However, all candidates must have at least a high school diploma or its equivalent and must possess at least three years experience as described above, including the 18 months of administrative, managerial, executive or supervisory experience as described above.

NOTE: The following types of experience are NOT acceptable; superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
