GIS PROGRAMMER
REGIONAL GEOGRAPHIC INFORMATION SYSTEM (REGIS) AGENCY

Supervised By: REGIS Director Supervises: No supervisory responsibility

The Position:
Under general supervision, performs GIS application design, development (programming), implementation, and support of automated GIS mapping and analysis with emphasis on Internet mapping applications and tools. This position requires utilization of integrated GIS technologies and advanced desktop/Internet programming. This position will entail working with REGIS member agencies in the development of application projects for general and agency specific requirements.

The REGIS Agency:
Regional Geographic Information System (REGIS), an agency of Grand Valley Metropolitan Council, is a unique consortium consisting of 21 local governments and government agencies in West Michigan that have worked together to build a shared and centralized GIS (Geographic Information System) as cost-effectively and efficiently as possible. The REGIS agency was formed in 1997. The agency is currently developing a plan to diversify and expand REGIS membership and set strategies and directions for future growth and development of the agency. One of the current goals of the agency is to further implement GIS technology in its member agencies’ day-to-day operations and long-term planning by developing agency specific advanced GIS solutions. The ESIG awards, inaugurated in 1980 by t he Urban and Regional Information Systems Association (URISA), recognize extraordinary achievement by government agencies in the use of automated information systems.

The Community:
Grand Rapids, in the heart of West Michigan, is the home of the Grand Valley Metropolitan Council. The West Michigan region stretches from the shores of Lake Michigan eastward beyond the dynamic downtown of Grand Rapids. The thriving metropolitan area is filled with abundant entertainment and cultural opportunities. Its four seasons of natural beauty support a flourishing tourism industry with a bounty of recreational options including biking and hiking trails, golf, skiing, and numerous festivals and celebrations.

Hours Per Week: 40

Compensation: Grade 4: $49,376 - $54,370 DOQ + an attractive benefits package with medical insurance premiums fully paid by employer.

DUTIES AND RESPONSIBILITIES:
1 Design and develop user friendly Internet mapping and standalone GIS applications and tools tailored to agency specific needs.
2 Performs complex, integrated programming, data analysis, and application development including maintenance and future enhancements of existing systems.
3 Assists in the development of GIS application project proposals, identifies omissions and errors in requirements, and conducts feasibility studies; recommends optimum approach and develops GIS application designs for approved projects.
4 Guides users in formulating requirements; advises on alternatives and on implications of new or revised GIS software and applications.
5 Documents, designs, codes, and tests GIS Internet Mapping solutions and GIS applications; designs and carries out GIS procedures, both simple and complex; and performs programming for data creation, analysis, conversion and transfer, graphic production, and project reporting.
6 Assist in preparing training materials and providing training on new applications to end users; interfaces with and serves as liaison to clients regarding special requests and operational issues as they arise; ensures that GIS products are delivered within a timeframe acceptable to the client, and solicits feedback for improvement of future services.
7 Maintains currency of knowledge with respect to relevant state-of-the-art technology, equipment, and/or systems.
8 Works in a team of other members of REGIS staff.
9 Performs miscellaneous job-related duties as assigned.

MINIMUM JOB REQUIREMENTS:
Bachelor’s degree in Computer Information Systems, Management Information Systems or closely related field and two years work experience in GIS/Internet mapping programming; OR, any combination of education, training and experience which demonstrates the ability to perform the duties of the position.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
  • Advanced computer programming, data analysis, and software development skills.
  • Working experience preferred with ArcIMS, Java, ArcXML, .NET, HTML and ASP.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Knowledge and understanding of Internet Map Server technology and programming/implementing applications in a distributed access environment.
  • Knowledge of the Internet, and ability to develop website documents.
  • Ability to evaluate and interpret end user information requirements, and to develop and implement appropriate technical solutions.
  • Skill in the use and/or programming of relational databases, such as Oracle or SQL.
  • Ability to apply web-based technologies to multi-disciplinary projects within specified time constraints.
  • Experience with ArcGIS desktop and server, ArcSDE and Oracle is highly preferred.
